State wildlife agency asked to park on gravel in York; county staff recommended saying no

The South Carolina Department of Natural Resources asked York County for permission to keep gravel parking at its boat titling and licensing office at 510 Annie Alexander Court in York, as part of replacing the building on the site. County staff recommended that the waiver be denied.

The 3.63-acre parcel, at the southwest corner of Liberty Street and Annie Alexander Court, currently holds a 1,200-square-foot office and a four-bay garage. The agency proposes to replace that office with a 4,250-square-foot structure — a change that requires the site to meet current development standards. The submitted plan shows sixteen parking spaces, two of them accessible.

The existing drive and parking area is mostly gravel, with, in the staff report's words, “some erosion and rutting present.” The agency asked to keep the gravel rather than pave it. Staff wrote that they are “not able to approve the gravel parking and gravel drive aisles on a civil site plan,” citing §154.027(E) of the county's parking standards, and recommended denial.

The request is listed on the July 13 agenda as Waiver W26-4, filed by Andy Wicker on the agency's behalf. The parcel is zoned Office and Institutional and sits adjacent to the southern side of the City of York, a quarter-mile from Lowe's and 600 feet from the Moss Justice Center.
